leaseStartTimes

Lease start times of the primary replicas, indexed by partition and aligned with nodeNames().

A lease start time is also the enlistment consistency token that a read-write operation presents to the primary replica, so a caller enlisting partitions on its own takes the token from here instead of resolving the lease a second time. Best-effort like the rest of the tracker: a token may already be superseded by a newer lease, in which case the primary replica rejects the operation.

HybridTimestamp.NULL_HYBRID_TIMESTAMP for a partition whose primary is unknown or that was not requested - the same partitions nodeNames() leaves null.
